Range Financial Resources Support
This position is onsite in Hampton Virginia.
This position requires an active TS/SCI security clearance.
Responsibilities:
Provide analytical financial support to the HQ ACC/Airspace, Ranges, and Airfield Operations Division and ACC/Test and Training Division staff in the development and integration of requirements into existing and/or planned systems and/or Range infrastructure.
Assist in planning documents and activities such as investment needs, various acquisition activities, requirements development, requirements prioritization, and developmental planning.
Provide assistance in addressing programming and operational needs for all range requirements. Manage all aspects of all A3A directed Program Element Codes.
Provide development, analysis, and process assistance in all Program Objective Memorandum (POM) activities to include annual POM briefings both at ACC and HAF levels.
Assist Program Managers (PMs) with the development, management, and execution of Range Budget Initial Distribution, Annual Execution Plans, unfunded requirement validations, closing open balances, updating/informing/answering HAF and SAF PMs, travel requirements, draft DEAMS documents, etc.
Create and maintain program documents and files such as spreadsheets, databases, briefing slides and correspondence.
Advise ACC/A3A and ACC/A5T on all Range financial status and/or issues.
Coordinate with all MAJCOM level CAF Range PMs and ACC Range Managers for their range requirements both for in-year execution and POM process.
Coordinate with A5T, all MAJCOM level CAF Range PMs, and ACC Range Managers to develop, score and execute in-year execution and POM process documents, to include preparing funding documents and annual Investment dollars.
Assist Contracting Officer Representative (COR) with all budgetary aspects of A3AR contract vehicles.
Requirements:
- Active TS/SCI security clearance.
- Bachelor's Degree from an accredited university, with an emphasis in Accounting, Business, Economics, Finance, Engineering, Program Management or Public Administration.
- Minimum 3 years experience working with the Federal Budget and Resource Allocation process and procedures.
- Minimum 3 years experience working with the process and procedures in which programs and budgets are developed, staffed and approved.
The projected compensation range for this position is provided within the posting and is based on full-time status. Part-time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represent the broadest range for this position (inclusive of high geographic and high clearance requirements) and is just one component of Team Carney's total compensation package for employees.
