Position Overview

Carney is seeking an experienced, detail-oriented Registrar to lead end-to-end student registration and academic recordkeeping for approximately 2,300 students annually across JCITA’s joint and advanced counterintelligence curriculum in Quantico, VA. The Registrar acts as the vital communication bridge between external Service Training Focal Points and JCITA leadership, managing class quotas, operating the enterprise Learning Management System (LMS), and coordinating onboarding logistics within secure government spaces.

Essential Duties & Responsibilities

  • Manage end-to-end student admissions, course registrations, and waitlists for approximately 2,300 military, civilian, and contractor students per year across CI and SECOPs courses.

  • Serve as the central academic liaison with Military Service Training Focal Points (Army, Navy, Air Force, Marine Corps, DoD agencies) to identify training demand and maximize class quota fill rates.

  • Create, configure, update, and manage student accounts within the enterprise Learning Management System (LMS) in strict alignment with DIA policies.

  • Maintain complete, audit-compliant electronic and hard-copy student academic transcripts, attendance files, and course completion records.

  • Facilitate the routing, tracking, and formal submission of student Reasonable Accommodation (RA) requests through established DIA administrative workflows.

  • Coordinate and process student requests for Personal/Medical Electronic Device use inside secure facilities in accordance with DIA security regulations.

  • Prepare comprehensive student throughput summaries, enrollment trends, tracking spreadsheets, and visual reporting charts for JCITA executive leadership and quarterly CDRLs (CDRL A006).

  • Coordinate closely with the Onsite Lead, Training Coordinator, and Security Specialists during class start dates to verify student security clearances, validate rosters, and issue facility badges.

Required Minimum Qualifications (Hard Contractual Baselines)

  • Security Clearance: Must hold an active, verified Top Secret / SCI (TS/SCI) clearance at the time of proposal and award.

  • Experience: Minimum of five (5) years of experience working in a military training academy, accredited college/university registrar office, or performing high-volume administrative management support.

  • LMS Proficiency: Demonstrated hands-on experience using an enterprise Learning Management System (LMS) to administer student records, course enrollments, and academic data.

  • Communication & Multi-Tasking: Exceptional oral and written communication skills with proven ability to manage high-volume, deadline-driven academic tasks and student inquiries simultaneously.

  • Volume Capacity: Proven experience handling high student throughput (supporting cohorts totaling 2,000+ students annually).

Preferred Qualifications

  • Direct prior experience using DIA or DoD enterprise LMS platforms (e.g., Blackboard Learn, enterprise Service learning portals).

  • Working knowledge of DoD CI and HUMINT community organizations and joint service training requirements.

  • Advanced proficiency with MS Excel for academic metrics tracking, pivot tables, and quota modeling.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
